Position Title: Shift Supervisor (Materials Handling)

 

The position is responsible for supervising, organizing, directing, and controlling all operational activities associated with the Materials Handling (MH) Plant. The incumbent must possess the required authorizations and competencies to safely and efficiently manage plant operations. The position holder shall also be competency-assessed and authorized to operate Unit, Materials Handling, Balance of Plant (BOP), and Electrical High Voltage (HV) systems when required to support operational continuity.

 

Duties and Responsibilities

Safety, Health, Environment, and Compliance

  • Understand, comply with, and promote all local and corporate Safety, Health, and Environmental (SHE) policies and procedures.
  • Maintain all required authorizations, certifications, and competencies at all times.
  • Conduct integrated risk assessments and implement mitigation measures to minimize operational risks and incidents.
  • Conduct toolbox meetings focused on safety, operational activities, and risk awareness.
  • Attend and actively participate in statutory monthly safety meetings.
  • Conduct inspections of tools, personal protective equipment (PPE), and other staff equipment.
  • Identify, assess, and manage SHE risks and compliance requirements.
  • Ensure all incidents within the Materials Handling area are properly reported and investigated.
  • Analyze incident investigation reports, identify deficiencies, and coordinate corrective actions to prevent recurrence.

Operations Management

  • Supervise and coordinate the execution of approved 24-hour production targets, considering coal plant availability, fuel and coal deliveries, rolling stock availability, and planned or unplanned maintenance activities.
  • Keep the Materials Handling Manager informed of significant operational activities, particularly those requiring critical decisions.
  • Monitor critical operational activities, identify issues affecting progress, and escalate unresolved concerns.
  • Approve and implement operating instructions, procedures, and actions necessary to address abnormal plant conditions.
  • Analyze alarm conditions and operational abnormalities, initiate corrective actions, and report issues that may affect personnel safety, plant integrity, or production targets.
  • Ensure the plant operates within prescribed limits and at optimum efficiency through routine monitoring, recording, and reporting of operational data.
  • Maintain accurate and chronological logs of all operational activities, events, defects, and shift occurrences.
  • Report and document production losses, operating errors, equipment failures, and plant malfunctions.
  • Coordinate with maintenance teams through the preparation of Service Requests and follow-up of maintenance activities.
  • Prepare and issue permits required for ash hauling activities.

Leadership and Personnel Management

  • Provide operational guidance and support to Materials Handling personnel.
  • Conduct job observations to identify procedural deviations, address non-conformances, and provide coaching and development opportunities.
  • Facilitate shift handovers and discussions regarding operational issues, outages, testing activities, and planned work.
  • Advise personnel on operational concerns and provide technical guidance when required.
  • Identify training and development needs of operating personnel and coordinate with the Training Department to address competency gaps.
  • Foster teamwork, accountability, and continuous improvement among shift personnel.

Plant Isolation and Permit to Work (PTW)

  • Prepare, issue, and manage Permits to Work (PTW) in accordance with the approved PTW System.
  • Determine and authorize plant isolation and de-isolation requirements.
  • Inspect and test Materials Handling equipment following maintenance activities before returning equipment to service.
  • Supervise emergency situations and coordinate response activities in accordance with approved procedures.

Technical and Administrative Support

  • Review operational reports and provide guidance to ensure accurate reporting requirements are met.
  • Request and coordinate specialist support to resolve complex technical issues.
  • Inform the Materials Handling Manager of procurement requirements necessary to support plant operations.
  • Attend meetings related to Operations and Maintenance activities within the Materials Handling area.
  • Provide recommendations to management regarding operational improvements, reliability enhancement, and risk reduction initiatives.

Background and Experience

 

Education

  • Bachelor’s Degree in Engineering is required.
  • Professional Regulation Commission (PRC) License is preferred and considered an advantage.

Technical Competencies:

  • Strong command of the English language, both written and verbal.
  • Advanced knowledge of power generation technologies and plant operations.
  • Knowledge of Materials Handling systems and associated equipment.
  • Basic project management and time management skills are advantageous.
  • Proficient in Microsoft Office applications, including Word, Excel, and PowerPoint.

 

Education & Experience:

  • Minimum of five (5) years of experience in the power generation industry, including:
    • At least one (1) year as an Assistant Plant Operator;
    • At least two (2) years as a Plant Operator; and
    • At least two (2) years as a Control Room Operator.
