Purpose of Position: The position is responsible for managing and ensuring a reliable SCADA system to facilitate the monitoring and control of the entire power system within the franchise area.

Roles, Responsibilities, Authorities (What – How – Why) Fully Partially Supportive
1 PLANNING
1.1 Plans the efficient use of resources required to implement the tasks assigned to achieve the section's programs and output

1.2 Develop a schedule for completion that effectively allocates the resources to the duties

1.3 Coordinates with fellow team members in carrying out assignment

1.4 Ensures compliance and adherence to ISO IMS, AMS and other
implemented management systems

2. ANCILLARY DUTIES
2.1 Records and updates task monitoring sheets periodically 

2.2 Participates in promoting 5S in the workplace including service vehicles and locker rooms

2.3 Files employee time records, meal subsidies and other necessary personal profile updates promptly

2.4 Monitors stock of materials needed in department operations and prepares requisition when necessary. Checks with MaterialsManagement for the timeliness of the delivery or availability.

2.5 Acts on and supports safety initiative of the company 

3. JOB DESCRIPTION

3.1 Ensure one’s personal goals and development plans are aligned with the organization's objectives and attained in the best means possible.

3.2 Monitor and recommend requirements on materials and equipment to perform one's role and responsibility.

3.3 Facilitates necessary administrative tasks for regular company procedures such as but not limited to requests for payments, purchase orders and liquidations.

3.4 Stands as back-up to a fellow who is absent or on leave xReadily assumes tasks requiring immediate or urgent attentionthat may be reasonably assigned by the Team Leader

3.5 Ensure compliance and adherence to ISO IMS Manuals 


4. OPERATIONS

4.1 Installs, configures, tests, troubleshoots and maintains SCADA hardware and software for remote monitoring and control of the entire power system along withcoordination with Protection Engineers for needed relay setpoints such as remotebits and wordbits during configuration of existing and new SCADAdevices; and coordinate with ITSG - NSID (TelecommunicationsEngineers) for assigned ports and IP addresses

 

4.2 Archives and provides backup for the SCADA data extractedmonthly, e.g. energy, demand, voltage, power quality data, other electrical parameters and SCADA alarms generated, for studies and for future reporting.

 

5. COMPETENCIES

5.1 SCADA Hardware Configuration & Maintenance
● Possesses understanding and technical knowhow on SCADA hardware, related devices and corresponding configurations and maintenance works to ensure proper
functionality and operability of all SCADA hardwarecomponents and accessories
● Able to perform handling, installation, configuration, testing and commissioning as well as maintenance and troubleshooting of SCADA hardware according to set
procedures and guidelines

 

5.2 SCADA Software Configuration & Maintenance
● Possesses understanding and technical knowhow on SCADA software, related firmware and correspondingconfigurations and maintenance works to ensure proper
functionality and operability of all SCADA software components and patches
● Able to perform installation, configuration, testing and commissioning as well as maintenance and troubleshooting of SCADA software, updates, firmware according to set procedures and guidelines

5.3 SCADA Database Configuration and Maintenance
● Possesses technical knowledge on SCADA database(e.g. Postgres, Oracle, Sybase, Access, etc.) configuration, programming, scripting for archiving, trending, downloadingand processing of all sorts of SCADA Engineering and Energy Trading data for comprehensive report generation and filing
● Able to configure, program, script, archive and process all sorts of SCADA data - both for Engineering and EnergyTrading use
● Able to generate comprehensive report and file for statistical analysis and profiling

5.4 SCADA Systems Communication Interoperability
● Possesses technical knowledge and understanding on SCADA systems - both for Data Communication Equipment (DCE) and Data Terminal Equipment (DTE),as well as for LAN and WAN based systems and incorporating different communication systems andprotocols to work interoperably
● Able to integrate DCE, DTE, different communication systems and protocols to work interoperably to attainreliable and dependable SCADA systems

5.5 Smart Grid Application SCADA Design and Operation
● Possesses technical knowledge on SCADA programming and configuration as well as HMI designs for all Smart Grid enabled applications (e.g. Auto Volt-Var compensation, Distribution Automation, SubstationAutomation, DSM, Demand Response, etc.) usingexisting SCADA and Protective devices and also come up with proposed setup using other devices, communication protocols and teleprotection schemes
● Able to create and design SCADA and HMI systems forSmart Grid enabled applications (e.g. DA, SA, DR,Volt-Var Compensation, etc.)

5.6 Basic Awareness on Safety and Health
● Possesses knowledge on IMS requirements, 1AP guidelines and applicable laws on occupational health, and safety
● Able to practice, implement and report deviations related to IMS requirements, 1AP guidelines and applicable laws

5.7 Basic Awareness on Environmental Management
● Possess knowledge on Possesses knowledge on IMS requirements, 1AP guidelines and applicable laws on environment as well as solid waste management

 

5.8 Hazardous Chemical/ Materials Handling
● Possesses knowledge on proper use, management anddisposal in accordance to IMS procedure and legal requirements
● Able to implement and handle hazardous chemicals and materials in a safe and proper manner

5.9Electrical Safety
● Possesses knowledge on basic electrical safety in theworkplace in accordance to IMS procedure
● Able to work safely in a workplace with electricity

5.10Basic Awareness on Asset Management System (AMS)
● Possesses knowledge on Asset Management System requirements including understanding on basic finance in support of AMS

Education

1. Bachelor’s Degree in Electrical Engineering (Preferably) or Electronics and
Communications Engineering, must be licensed.
2. Must have above-average scholastic records.
