Revenue Protection Engineer
Job Description
The Revenue Protection Inspector is responsible for meeting or exceeding section targets and metrics by minimizing or eradicating losses due to pilferage. This is achieved by conducting surveillance, field survey, and data gathering on high-loss sections of the power system network and apprehending suspected pilferers in accordance with company policies and standards. The position is also responsible for accuracy testing of instrument-rated power customers' metering system.
Job Responsibilities
- Planning:
- Plans the efficient use of resources required to implement the tasks assigned to achieve the section's programs and output.
- Develops a schedule for completion that effectively allocates the resources to the duties.
- Coordinates with fellow team members in carrying out assignment.
- Ancillary Duties:
- Records and updates task monitoring sheets periodically.
- Participates in promoting 5S in the workplace including service vehicles and locker rooms.
- Files employee time records, meal subsidies and other necessary personal profile updates promptly.
- Monitors stock of materials needed in department operations and prepares requisition when necessary. Checks with Materials Management for the timeliness of the delivery or availability.
- Acts on and supports safety initiative of the company.
- Stands as back-up to a fellow who is absent or on leave.
- Readily assumes tasks requiring immediate or urgent attention that may be reasonably assigned by the Team Leader.
- Operations:
- Conducts daily inspection of houses and meters based on field order received from superior to validate survey reports.
- Verifies the accuracy of the customer's metering system using meter testing device.
- Replaces tampered meters (including low- and zero-consumption meters where necessary) with new meters. Submits tampered meters as evidence of pilferage to RPD stockroom for ERC lab inspection.
- Locates illegal lines, jumpers and other implements used in illegal use of electricity, secures evidence and informs the apprehended individual, customer or his designate about the field findings and the procedures on settlement.
- Coordinates with law enforcement agencies to assist in apprehension cases.
- Takes photographs of evidences or proofs of pilferage, including service connections, meters and/or metering system inspected or verified.
- Accomplishes Field Inspection Report form and other forms associated with conducting anti-pilferage inspection and accuracy verification of customer's metering.
- Conducts inspection on reported unsettled accounts with pilferage cases to verify the status (location) of customers and condition of electric meters.
- Inputs pilferage field activity data from inspection to CC&B for proper documentation.
- Acts as technical lead during anti-pilferage apprehension and ISC operations.
- Administrative & Other Duties:
- Ensures one's personal goals and development plans are aligned with the organization's objectives and attained in the best means possible.
- Monitors and recommends requirements on materials and equipment to perform one's role and responsibility.
- Facilitates necessary administrative tasks for regular company procedures such as but not limited to requests for payments, purchase orders and liquidations.
- Readily assumes tasks requiring immediate or urgent attention that may be reasonably assigned by the Team Leader.
- Ensures compliance and adherence to ISO IMS, AMS and other implemented management systems.
Job Qualifications
- Education: BS Electrical Engineering, Industrial Technology (major in Electrical Technology) or related courses.
- Experience (No. of Years) Professional: At least 2 years in a related field.
- Competencies (Knowledge-Experience-Capabilities):
- Apprehension Operations (Proficiency Level 3): Possesses knowledge on the entire process of the apprehension operations and its corresponding requirements and Service Level Agreements.
- Field Order Operations (Proficiency Level 3): Possesses knowledge on the entire process and life of Field Orders from handling reports to closing and the different APDU Service Level Agreements for each step of the process.
- Specialized Metering Tools and Equipment Operations (Proficiency Level 3): Has knowledge in different types and usage of metering tools and testing equipment and its applicability to the detection and documentation of pilferages.
- Service Point Construction and Maintenance (Proficiency Level 3): Has knowledge in the construction, operation and maintenance of service connection in accordance with industry-accepted and APDU metering standards.
- Basic Awareness on Safety and Health (Proficiency Level 2): Possesses knowledge on IMS requirements, 1AP guidelines and applicable laws on occupational health, and safety.
- Basic Awareness on Environmental Management (Proficiency Level 2): Possesses knowledge on IMS requirements, 1AP guidelines and applicable laws on environment as well management as solid waste.
- Hazardous Chemical/Materials Handling (Proficiency Level 1): Possesses knowledge on proper use, management and disposal in accordance to IMS procedure and legal requirements.
- Electrical Safety (Proficiency Level 1): Possesses knowledge on basic electrical safety in the workplace in accordance to IMS procedure.
- Basic Awareness on Asset Management System (AMS) (Proficiency Level 1): Possesses knowledge on Asset Management System requirements including understanding on basic finance in support of AMS.
