The Quality Assurance Specialist is responsible for the validation of the work performed by Service Providers for billing and payment purposes in accordance with company policies and procedures. Serving as a key compliance and quality gatekeeper, you will conduct conformity reviews and assessments of finished Work Orders to ensure accurate implementation against Work Plans, Service Level Agreements (SLAs), company standards, and regulatory requirements. By evaluating contractor outputs, tracking infractions, and supporting safety and management system policies, you will play a vital role in maintaining service reliability and operational excellence.

 

In This Role, Your Responsibilities Will Be:

 

  • Quality Assurance & Verification: Inspect and validate actual work performed by Service Providers vis-à-vis Work Orders via photo evidence or on-site inspections. Verify that all issued materials are installed, unused materials returned, and recoverable materials properly accounted for.

  • Service Provider Billing Processing: Validate Service Providers’ claims against actual Work Plans and check the accuracy of claimed rates (regular pay, OT, NSD, Holiday Pay). Prepare, monitor, and process statement of accounts, fines, and billings upon completion of corrective actions.

  • Conformity & Deviation Reporting: Conduct conformity assessments through actual surveys or random inspections. Document deviations from standards as QA Findings, log infractions and deviations into the CBS, and update compliance to clear Service Providers.

  • Contractor Monitoring & Evaluation: Monitor contractor compliance regarding statutory requirements, standard tools, and work equipment as stipulated in service contracts. Conduct interviews and collate performance data from Operating Units and safety data from OSSHED to evaluate and rate Service Providers.

  • Safety & Systems Compliance: Support company safety initiatives, adhere to ISO Integrated Management Systems (IMS), Asset Management Systems (AMS), Cyber/Information Security policies, and the Data Privacy Act.

 

To Succeed in this Role, we need someone who:

 

  • Has an Analytical Eye: Capable of measuring and evaluating organic and contractor outputs against technical line standards to identify operational risks and recommend corrective action.

  • Is Detail-Oriented: Thorough in checking work order execution, verifying material accounting, and auditing contractor compliance with labor rates and safety standards.

  • Is a Collaborator & Communicator: Able to build effective relationships across business units, conduct investigative interviews, and coordinate with internal counterparts and external Service Providers.

  • Is Highly Organized: Efficient at managing the full Work Order cycle, processing vendor billings, and maintaining CBS documentation simultaneously.

 

What You Will Need:

 

Education & Experience:

 

  • Education: Bachelor’s Degree in any Engineering course.

  • License Required: None required (Registered Professional Engineer is an advantage).

  • Certifications/Accreditations: None required.

  • Experience: At least 2 years of professional experience in line construction, line design, or quality assurance within power distribution or utility industries.

 

Technical / Functional Skills:

 

  • Distribution Line Construction & Maintenance: Practical knowledge of distribution line construction, operations, maintenance, and AP DU line standards (Desired Competency Level 3).

  • Quality & Conformity Assessment: Advanced understanding of the end-to-end Work Order process, AP DU Standards, and SLAs to evaluate outputs and recommend corrective actions (Desired Competency Level 4).

  • Contractor Accreditation & Monitoring: Knowledge of contractor accreditation guidelines, contract compliance, and performance evaluation processes (Desired Competency Level 3).
