The Procurement & Logistics Specialist (Project Ugavi Extension) is responsible for coordinating, facilitating, and managing the end-to-end acquisition of goods, services, materials, and supplies. Operating under the guidelines of the APDU Purchasing Manual, you will oversee procurement operations from purchase requisitions to delivery, manage key supplier relationships, and handle complex logistics and importation clearances across various Bureau of Customs (BOC) sites to support the utility's operational efficiency.

In This Role, Your Responsibilities Will Be:

  • Procurement Operations: Receive, review, and process purchase requisitions for accuracy and budget alignment. Prepare Requests for Quotations (RFQs), evaluate vendor matrices, generate Purchase Orders via the ERP system, and endorse documentation to Accounting and Finance via OPTIKUS.

  • Commercial Negotiation: Negotiate pricing, quality, commercial terms, warranties, and delivery schedules with suppliers, contractors, and landowners to secure the best possible deals.

  • Logistics & Importation Management: Facilitate registration renewals with the BOC, BIR, SBMA, and PEZA. Clear importation requirements for international or indent acquisitions and coordinate with the Materials Management Department (MMD) for loading, unloading, and delivery updates.

  • Supplier & Asset Management: Conduct annual performance reviews and ocular inspections of regular vendors, initiate new supplier accreditation in the Oracle system, and facilitate the bidding and disposal of scrap materials, vehicles, and used oil.

  • SHEQ Compliance: Actively involve yourself, comply, and participate in Safety, Health, Environment, and Quality Management (SHEQ) requirements, risk management plans, drills, and corporate social responsibility (CSR) activities.

To Succeed in this Role, we need someone who:

  • Has Knowledge in Practical Application: Demonstrates intermediate independence in procurement, purchasing, and logistics functions, keeping up with current industry trends and BOC rules.

  • Is a Strong Communicator & Negotiator: Effectively aligns with internal departments and handles relationships with shipping lines, haulers, freight forwarders, insurance brokers, and customs officials.

  • Is Customer-Service Oriented: Promptly acts on internal customer requests, maintaining harmonious relationships through constant communication and feedback without compromising quality.

  • Maintains High Ethical Standards: Adheres strictly to company compliance policies, ethical purchasing procedures, and corporate governance.

What You Will Need:

 

Education & Experience:

  • University or College graduate of any 4-year bachelor's degree.

  • Professional experience in procurement, purchasing, supply chain management, or logistics operations.

  • Willing to engage under a project-based employment arrangement (Project Ugavi Extension).

  • Able to perform on-site assignments at Subic EnerZone, Subic Bay Freeport Zone, Olongapo City.

Technical / Functional Skills:

  • Proficiency in ERP and Supply Chain software (specifically Oracle system configurations and OPTIKUS).

  • Strong skills in commercial negotiation, supplier performance evaluation, and mathematical pricing matrices.

  • Familiarity with import laws, PEZA/SBMA documentation, and Bureau of Customs (BOC) clearing processes.
