Planning and Performance Manager
The position is responsible for planning, implementation, and continuous improvement of maintenance programs, including short-term, long-term, and emergency outages in coordination with key internal and external stakeholders (e.g., NGCP, PGPC, ERC, DOE). The role also oversees turnaround management practices across the BUs ensuring alignment with AboitizPower’s outage management standards.
In addition, the position leads long-term asset lifecycle planning by developing 5–10 year equipment roadmaps to ensure reliability and high availability of plant operations. It also supports the implementation and evaluation of organizational planning, project portfolio and performance management, commercial optimization, operational risk, and insurance strategies, ensuring compliance with internal protocols and secure handling of corporate information.
Organizational Planning, Performance, and Operational Risk Management Governance

Leads the design, implementation, and continuous enhancement of operational planning, project portfolio, and performance management frameworks across business units, ensuring strong alignment with strategic objectives.

Drives analysis of performance gaps, strategic opportunities, and operational risks to inform senior leadership decisions and strengthen execution discipline.

Oversees the development and governance of planning and performance documentation, guidelines, and templates, ensuring consistency and relevance.

Champions risk governance across assigned areas by embedding risk management practices and ensuring compliance with enterprise-wide standards.

Synthesizes and translates performance and risk data into actionable insights and strategic recommendations for executive leadership.
Organizational and Project Portfolio Planning

Leads the facilitation of planning workshops and alignment sessions across business units, ensuring strategic coherence and integrated operational targets.

Directs the collection, validation, and synthesis of planning inputs into coherent organizational plans, with clear priorities and success measures.

Oversees the secure management and controlled sharing of confidential planning information, ensuring appropriate access and data integrity.

Designs and leads capability-building initiatives to institutionalize planning practices, enhance performance literacy, and strengthen target setting across the organization.
Organizational and Project Portfolio Performance Management

Oversees the end-to-end performance management cycle, including consolidation, trend analysis, and strategic interpretation of CSU performance data.

Endorses key insights and facilitates performance calibration discussions to enable data-driven decision-making and proactive organizational support.

Leads the governance and execution of the Internal Customer Satisfaction Survey (ICSS), ensuring results are translated into targeted improvement plans and accountability is tracked.
Operational and Project Risk Management

Leads the facilitation of CSU and project-level risk assessments, ensuring risk treatment plans are robust, aligned with enterprise risk policy, and embedded in operational plans.

Oversees risk reporting compliance, monitors emerging risks, and ensures timely resolution of overdue actions through close coordination with CSU focal points.

Partners with Enterprise Risk to elevate significant CSU risks and trends, providing management and board-level reporting with clear recommendations.

Coaches and mentors CSU risk owners to elevate risk maturity, documentation quality, and proactive mitigation efforts.
Minimum Qualifications:
- Must be a graduate of a Bachelor’s degree in Industrial Engineering, Business Administration, or any related field; a Master’s in Business Administration (MBA) or professional certifications such as Balanced Scorecard (BSC), ISO 31000, or Project Management credentials are an advantage
- With at least seven (7) years of combined professional experience in corporate planning and organizational performance management, preferably within complex and dynamic business environments
- Must have substantial hands-on experience in the development, implementation, and monitoring of Balanced Scorecard frameworks, performance management systems, and risk management strategies
- Functionally competent in portfolio, program, and project management, as well as the application of operations excellence tools to drive process improvement, efficiency, and organizational effectiveness
- Proven ability to translate strategic objectives into actionable plans, measure performance outcomes, and provide data-driven insights to support executive decision-making
- Must possess excellent analytical, leadership, and communication skills, with the capability to influence stakeholders and foster cross-functional collaboration
