As Technical Safety Lead, you will be responsible for supporting the Aboitiz Power TBG sites in ensuring the safe design, operation, and maintenance of equipment and systems that prevent major accidents. This position governs the technical integrity of safety-critical systems and embeds process safety and asset integrity principles into all phases of the plant lifecycle for all TBG sites.
Position is responsible for the development, implementation, and governance of the Process Safety Management (PSM) system, ensuring that all facilities operate within safe design limits and in compliance with applicable regulations and standards. Responsibilities will be to take a supporting role in the management and transformation of Operations Excellence and related business processes, while providing input into the strategic roadmap for the corporate OSS across the fleet.
In This Role, Your Responsibilities Will Be:
Technical Integrity Governance of Safety Critical Equipment (SCE)
Establish and regularly update Process Safety Standards applicable to TBG sites
Establish the Safety Critical Equipment for all TBG assets and develop the Performance Standards for SCEs.
Work with the MSS team to identify and tag SCEs in the CMMS (e.g., SAP, Maximo).
Establish Performance monitoring - develop KPis both leading and lagging indicators for asset integrity that translate to the reliability performance of the asset across TBG.
Coordinate with Technical Academy to develop capability building program for employees on operating integrity across TBG
Establish safety interface protocols between departments (Operations, Maintenance, Engineering)
Lead or support technical safety audits, gap assessments, and corrective action plans.
Barrier and Risk Management
Develop barrier models or bowtie risk models for high-risk scenarios applicable to TBG sites
Verify the status of preventive and mitigative barriers, and ensure barrier impairments are tracked and mitigated.
Ensure all process safety initiatives and projects are carried on in an appropriate, cost-effective way
Identify and evaluate hazardous conditions and practices in the workplace
Undertake surveys to identify and evaluate occupational health, safety and environmental conditions.
Participate in various process safety studies/activities, such as: PHAs, HAZOPs, JSAs, PSSR, SIMOPs, incident investigations,
compliance reviews, or insurance surveys.
Ensure that TBG site operations comply with all applicable safety
regulations.
Participate in or lead risk studies and conduct consequence analyses, and review engineering designs for compliance with
company and industry safety standards.
Conduct and coordinate on-site inspections to audit physical conditions and safe work practices.
Examine operational data and use them to improve profitability
and availability
Perform work permit reviews, behavior-based safety inspections, job site safety compliance inspections, including hazard analyses and safe work procedures, and prepare written reports and recommendations.
Perform designing of process safety systems which are integral to the operation of industrial facilities as they help prevent accidents and protect employees and ensure these systems are effective, reliable and compliant with all relevant safety standards and regulations.
Develop controls for identified hazards and coordinate the implementation of controls from results of hazard analyses.
Develop safety protocols for industrial operations. These protocols provide guidelines for the safe operation of machinery and equipment and emergency procedures. They help to ensure the safety of personnel and prevent accidents.
Designing effective safety systems that meet industry standards and application of engineering principles and knowledge of current industry safety standards and regulations
Recording and Maintaining policy and procedure documents.
What You Will Need:
Education & Experience:
Experience (No. of Years):
At least 5-8 years experience in Operations Engineering, Process Safety, or Technical Safety.
Minimum of 5 years’ experience as a Process Engineer or an Operations Engineer or other related field
3-5 years’ experience in Plant Operations (preferably Thermal Operations)
Experience in power generation is considered an advantage
Leadership Experience: at least 2-3 years in supervisory role
Project Experience: At least 3-4 years’ experience in leading projects is considered an advantage
Education: Bachelor’s Degree in the field of Chemical Engineering or equivalent
License/Certifications: Preferably licensed Engineer
