Technical Academy Specialist

The Technical Academy Specialist primarily supports the development, implementation, maintenance, and continuous improvement of the Technical Competency Management and Assessment Framework. The role provides research, analysis, project coordination, stakeholder support, assessment administration, data consolidation, and documentation to enable competency framework development, profiling and assessment, gap analysis, and capability-building actions.The role also provides secondary support to Technical Academy flagship programs, information and knowledge management, and assigned Global Technical Center of Excellence (GTCOE) research, innovation, and technical learning initiatives. The Specialist collaborates with subject matter experts, functional leaders, HR, line managers, consultants, and other stakeholders to support the development of technical capability across the organization.

As Technical Academy Specialist, you will support the development, implementation, and continuous improvement of the Technical Competency Management and Assessment Framework to transform energy for a better world. You will work closely with the Technical Academy Supervisor, internal groups across AboitizPower, and external partners to deliver results, create positive community impact, and develop your skills in a supportive, purpose-driven environment.

In This Role, Your Responsibilities Will Be:

• Support the end-to-end framework, profiling, assessment, and record management of technical competencies across the organization.
• Coordinate workplans, status reporting, operational requirements, and external consultant deliverables for assigned competency management initiatives.
• Provide implementation support for flagship programs like Technical Talent Onboarding and the Technical Internship Program, tracking data and feedback for program evaluation.
• Maintain organized repositories for Technical Academy records, support GTCOE Knowledge Management Systems, and assist in technical learning material delivery.

To Succeed in this Role, we need someone who:

• Demonstrates intermediate expertise in competency management, assessment profiling, project coordination, and L&D business partnering.
• Is analytical and data-driven when evaluating assessment results, identifying capability gaps, and translating them into actionable solutions.
• Shows initiative in research, continuous improvement, and evaluating emerging learning technologies like AR/VR or AI-enabled tools.
• Collaborates effectively with cross-functional teams, line managers, external advisors, and vendors.

What You Will Need:

Education & Experience:

• Bachelor’s degree in Bachelor’s degree in Engineering, Psychology, Behavioral Science, HR Development, Education, Business, Information Systems, or a related field.
• At least 3–5 years of relevant experience in competency management, assessment, L&D, organizational development, or project coordination.
• Prior experience in an industrial, engineering, utilities, energy, or power-generation environment, along with cross-functional project coordination experience. Relevant certifications in L&D, competency management, project management, or data analytics are an advantage.

Technical / Functional Skills:

• Proficiency in Competency Profiling & Assessment, Instructional Design, and Training Effectiveness Management.
• Strong skills in project coordination, knowledge management systems, standards and compliance management, and instructional technology.
