National Operation Control Center Manager
This position shall be responsible for managing the operations of the NOCC which includes the 1RE group plants (ROR, Wind & Solar), to maximize revenue from generation based on available resources, minimize generation losses and to establish sound stakeholder engagement between external contacts and therefore maintaining industry standard availability, reliability and plant efficiency factors or higher. This position will also be responsible in Realtime Operations Compliances with respect to the external stakeholders (DOE , NGCP , ERC, WESM) for 1RE group plants (ROR, Solar, Geo , BESS & Wind)
- Manages the overall operations of the NOCC including formulation, execution, and evaluation of strategies, processes and systems to achieve the group’s goals.
- Develop and prepare plans and strategies through coordination meetings with internal and external customers to effectively manage manpower and resources (maximize generation).
- Establish goals, objectives, or priorities for NOCC operations through coordination meetings and dialogue.
- Develop processes or procedures for NOCC operations through information management systems to streamline work within the control center
- Track and maintain records for operations, such as site performance, downtime events or substation events through substation and plant management applications to assess and evaluate plant availability, reliability and efficiency.
- Maintain operations records from SCADA or other documentation through different applications to assess and evaluate plant availability, reliability and efficiency.
- Monitor and maintain records of daily facility operations through substation and plant management applications to assess and evaluate plant availability, reliability and efficiency.
- Reports plant performance with regards production, budget commitments, kWh losses update, and other relevant information/reports required by immediate superior.
- Prepare NOCC operational budgets through budget management and meetings to allocate resources efficiently and effectively.
- Estimate costs associated with operations through cost management to efficiently allocate NOCC resources
- Controls NOCC operation costs, implements cost saving measures and encourages reduction of kilowatt-hour losses through introduction of Quality Improvement Projects and development of multi-skilled personnel.
- Monitors monthly expenditures for NOCC Operations and provides variance explanations to Management as needed.
- Develop relationships and communicate with external stakeholders, customers, site managers, authorities, utility representatives through stakeholder management to establish affinity with external stakeholders.
- Develops and enhances NOCC operations capability and qualifications in the workforce to ensure sustainability and development of the NOCC functions.
- Improves the line of communication between team leaders and team members, and between departments; lead and motivate subordinates in the accomplishment of yearly targets/goals; promote teamwork and maintain harmonious relationships among his subordinates and help in settling grievances among his team members, if any.
- Identifies reviews and recommends training needs of staff to enhance skills, abilities, knowledge/awareness and teamwork.
- Evaluates the performance and contributions of direct reports based on targets.
- Provide technical support to field customers, employees, or subcontractors through dialogue, orientation and coaching to develop technical capabilities.
- Supervise employees to ensure quality of work or adherence to safety regulations or policies.
- Assists in the formulation of company policies and procedures, safety rules and regulations, and ensures implementation of the same.
- Acts as Asset Manager and implements NOCC’s specific Asset Management Plan.
- Develops and implements NOCC’s specific asset strategies.
- Manages and maintains NOCC specific asset registry.
- Develops NOCC’s specific spares management system in coordination with SCM.
- Ensures that internal audits are conducted periodically on NOCC procedures including safety aspects, non-conformance reports are documented and corrective measures are implemented as necessary.
- Ensures compliance of the plants to the Grid Code, EPIRA Law, ERB, NGCP, PSALM and WESM requirements, as with ECC, and EPSA.
- Ensures Realtime Operational Compliance of the plants to regulatory bodies as required by ERC / NGCP / DOE, WESM
- Develops and maintains emergency response and management plans to ensure risks are managed and mitigated.
- Improves the line of communication between team leaders and team members, and between departments and other AP BU’s.
- Leads the development of the optimization of NOCC Systems that will cater value adding perspective
- Provides Operational Strategies aligned in market operations and Philippine Grid code to maximize generation
- Reviews regulatory circulars or amendment by ERC / NGCP / DOE / IEMOP for comments and alignment to the current operational strategies
- Provide Operational use cases and insights on new and upcoming 1RE projects.
- Ensures timely and seamless integration of new powerplants in NOCC
- Ensure readiness of NOCC to Control / Monitor / Report / Coordinate new powerplants as per agreed in the ORR
Other Related Tasks
- Complies with company policies and procedures, safety rules and practices to ensure adherence to such.
- Evaluates performance of subordinates on a periodic basis to determine performance level and areas for improvement.
- Ensures conformance to the company’s Integrated Management Systems, policies, standards, procedures and guidelines
- Ensures that the corresponding processes within the controllable functions are delivering their intended outputs.
- Ensures the promotion of customer focus throughout the organization.
- Ensures that the integrity and quality of reports whether intended for internal or external consumption is maintained.
Protects information assets from unauthorized access, disclosure, modification, destruction or interference by:

Storing documents, forms, contracts, manuals, books and other documents to locked storage rooms/steel cabinets.

Maintaining confidentiality and integrity of all electrical records necessary for operations and maintenance.

Creating contracts with information security clauses in conformance to Information Management Systems Policies and Guidelines.

Maintaining confidentiality and integrity of project cost estimates, feasibility studies, design drawings, design reports and calculations, and all other related documents.
Performs any other related duties and responsibilities that may be assigned from time to time by immediate superior consistent with the purpose of this role.
Provide support on adhoc projects such as acquisition , upcoming , etc plants by providing Operational perspective and grid perspective.
Minimum Requirements
- Bachelor’s degree in Engineering (ME/EE/ECE)
- Preferably holds Post Graduate diploma/ Master’s Degree
- Licensed Engineer (ME/EE/ECE)
- At least five (5) years related work experience in renewable energy generation in ROR/Wind/Solar
- Five (5) years supervisory or managerial experience
- Possesses strong leadership capabilities and above average analytical skills
- Above average verbal and non-Verbal communication skill
- Extensive knowledge on the Philippine Grid Code and Philippine Electrical
- Extensive knowledge in Electricity Spot Market and its compliances. (WESM Rules and Manuals, Dispatch Protocol)
- Extensive knowledge in regulatory resolutions and circulars in relation to operations by ERC / NGCP / DOE.
