The National Operations and Control Engineer is responsible for the effective and efficient operation and dispatch of the generation assets of the plant to maximize energy generation and avoid resource loss, and to safely manage the transitions for plant and systems between Operational and Safe-to-Maintain states of all plants in the Hedcor group and other RE plants (ROR, Wind & Solar)

  • Ensures that the plant is optimally dispatched and maximizes the generation from the resources available while preventing loss that could otherwise be used for generation of all plants in the Luzon and Mindanao Grid  and other RE plants (ROR, Wind & Solar)
  • Manages the operating activities of the Waterguards to ensure that the intakes are managed and water delivery is maximized. 
  • Maintains communication with the NGCP Dispatcher and Grid Controllers and ensures that the plant dispatch is in accordance with NGCP needs and regulations.
  • Maintains communication with the AP trading for the nominations and re-nominations of the daily generation forecasts. Ensure to comply with the 5minute nomination/renomination.
  • Ensures that daily, weekly, monthly reports are carried out within the timeframe

  • (Generation Report , Day ahead nominations and revisions, Outage notifications and restoration reports, Data Central inputs, Daily operating reports and highlights, Weekly operating report and highlights, WER & SER , MOR and other regulatory requirements
  • Ensures regulatory requirements WESM/ERC/DOE reports are being submitted with complete details and on time.
  • Ensures DAN/renomination for all Hedcor plants and other RE’s are submitted. Make sure the 5minutes requirements are implemented.
  • Gathers plant performance, output, and water losses and prepares reports on performance, trends, and achievement of results against targets to ensure the plant operation is monitored and to allow corrective action to be initiated for deviations and deficiencies
  • Ensures that plant and operating data is fully captured and checked to ensure the data integrity, and the ability to perform analysis in the future, is maintained.
  • Ensures participation in the review of Hazard Identification, Risk Assessment and determination of Controls HAIRADC and Operational Management Plan ORMP 
  • Promotes good housekeeping in his area of responsibility. Safe keeps documents and maintains records necessary for plant operations.
  • Participate in CPAR/RCFA reports for the defects of equipment analyzed, root causes identified, and permanent repairs and improvements identified.
  • Assists and provides general fault-finding, diagnostic, and analysis services for plants and systems to ensure that root causes of issues are identified and recurrences of the faults eliminated.
  • Operates generating units efficiently and maintains tie-up with the system or grid. Immediately reports any observed malfunctioning of the units to the Operations and Control Supervisor for proper action
  • Ensures that critical alarms captured during operations are managed and reported to the Maintenance team for verification on site. Make sure to provide data to maintenance  for verification. 
  • Provides data and trends to the maintenance team during outage . And assist in the conduct of RCA

  • Maintains cleanliness at the national control center  work area. 
  • Complies with company policies and procedures, safety rules and practices.
  • Conforms to the company’s Integrated Management Systems, policies, standards, procedures and guidelines.
  • Reports any Integrated Management System events/incidents or potential events or other risks to the organization
  • Protects information assets from unauthorized access, disclosure, modification, destruction or interference by:

    1. Storing documents, forms, contracts, manuals, books and other documents to locked storage rooms/steel cabinets.

    2. Maintaining confidentiality and integrity of all plant records necessary for operations.

  • Performs any other related duties and responsibilities that may be assigned from time to time by immediate superior consistent with the purpose of this role.

MINIMUM REQUIREMENTS

  • Must be a graduate of Engineering Course (Mechanical/ Electrical/Electronics)
  • Licensed Engineer (Mechanical/ Electrical/Electronics)
  • Must have knowledge in the Philippine Grid Code and Philippine Electrical and Mechanical Code
  •  Preferably with related experience in operating a power plant at least 2 years
  • Basic power plant operation and maintenance.
  • Above average verbal and non-Verbal communication skill
  • Preferably with Project Management experience
  • Knowledge and experience in SCADA Systems
