Mission of Function: This position is responsible in ensuring that AboitizPower Trading and the gen BUs are compliant with WESM rules and the reporting requirements of the DOE, IEMOP, and PEMC as a WESM participant. 

 

1. Registration & Compliance Execution
Registration Processing: Prepare and process all necessary documentation for WESM, Reserve Market, and Renewable Energy Market (REM) and other market  registration. Monitor expiration dates and validity periods to prevent lapses in participant status. 
Regulatory Reporting: Consolidate data and draft mandatory regulatory reports, including the WCO annual report and RPS compliance forms, ensuring accuracy prior to Manager review.
 
2. Dispute Analysis & Data Validation
Settlement Data Analysis: Perform granular analysis of trading transactions. Validate the concerned trading data against internal records to identify discrepancies to support the timely filing of disputes.
Technical Drafting: Draft technical narratives and compile supporting evidence for disputes and Market Operator (MO) ticket issues for the Manager's approval.
 
3. Market Governance Support
Rules Monitoring & Research: Monitor issuances from PEMC, ERC, and DOE. Conduct initial research on proposed Market Rules Amendments and summarize impacts for the Manager. Solicit valuable inputs from key functional teams, conduct a final comments meeting, as needed, and help the team sanitize the final file for submission to relevant agencies.
Compliance Documentation: Maintain and update the internal repository of Market Rules, Compliance Bulletins, and Operations Manuals. Assist in updating internal Work Instructions to reflect new rules.
 
4. Training & Cascades Support
 
Material Preparation: Develop presentation decks, FAQ sheets, and visual aids for compliance cascades and training sessions regarding new processes imposed by PEMC, IEMOP, DOE, and/ or ERC. 
Logistics & Coordination: Coordinate schedules for Business Unit cascades.
 
5. Support the general functions of the Compliance Analysts in case of their absence. 
 
6. Perform other related duties and responsibilities that may be assigned by the TL.

 

Qualifications: 

      • Experience  (No. of Years)  Professional: Ideally at least 2 years experience in Power industry
      • Competence: Knowledge in project management, non-conformance investigation, quality assurance audit or operations audit. 

        Preferably with a Registered Electrical Engineering license issued by PRC and with competence in data processing/automation, coding, and/or data science. 

        Knowledge of market rules and resolution of alleged breach in market rules.
