Legal Executive (Stakeholder Relations and Permitting)

The Legal Executive (Stakeholder Relations and Permitting) is responsible for planning, leading, and implementing all stakeholder management and permitting activities for all Renewable Projects. The role ensures the smooth day-to-day operations of all functions under the Stakeholder Relations and Permitting (SRP) team.
Key Responsibilities
1. Planning and Policy Development
Strategy Development
-
Develop medium- to long-term strategic action plans of SRP (the “Strategic Plans”) aligned with, and designed to achieve, the strategic objectives of the Renewable Business.
Implementation and Monitoring

Oversee the execution of the Strategic Plans, ensuring these are clearly cascaded, well-understood, and effectively implemented by each SRP team member.
Evaluation and Continuous Improvement

Evaluate the effectiveness and efficiency of the Strategic Plans and revise them as necessary to adapt to changing business conditions.
Future-Proofing

Anticipate emerging trends within their area of responsibility.

Provide timely notice and meaningful recommendations to the Renewable leadership and other relevant departments.

Develop and implement new strategies to address emerging issues.

Re-strategize and redeploy resources as necessary to ensure continued efficiency and responsiveness.
Risk Identification and Management

Identify significant risks within the SRP scope.

Develop and implement risk mitigation or resolution measures.

Provide timely and practical advice to the Renewable and other departments.

Ensure that the SRP team understands and is equipped to address risks within their respective work scopes.
Policy Development

Provide policy development advice to relevant industry stakeholders (e.g., government agencies and regulators), in coordination with relevant Renewable and Aboitiz Power (AP) departments (e.g., AP External Relations, AEV Government Relations, AP Regulatory).

Propose new legislation or revisions to existing regulations related to SRP matters.

Ensure SRP team participation in public consultations and provide relevant, well-informed feedback that advances the interests of the Renewable Business.
2. People Management

Monitor team performance and process efficiency against business targets; direct corrective actions when necessary.

Foster a culture of excellence, collaboration, and accountability consistent with the mission and values of the Company.

Identify training needs and recommend programs to ensure technical proficiency and career growth for team members.

Motivate and empower team members to make sound decisions within their levels of responsibility, ensuring timely issue resolution and effective recommendation-making.
3. Stakeholder Relations
Stakeholder Mapping and Strategy

Conduct stakeholder mapping for all Renewable Projects at both the project (micro) and company/industry (macro) levels.

Identify and manage varying stakeholder interests and issues, developing strategies to balance and address them effectively.

Implement and, when needed, recalibrate SRP stakeholder management strategies to ensure alignment with Renewable’s objectives.

Ensure effective engagement with strategic stakeholders and train the team to manage non-strategic stakeholders competently.
Risk and Issue Management

Identify and analyze stakeholder-related risks, implement appropriate mitigating measures, and exercise sound discretion on which matters require elevation to senior management.
External Engagement

Build and maintain strong relationships with key stakeholders to advance the interests of the Renewable Business.

Lead negotiations with stakeholders to ensure timely acquisition of permits essential for project development and construction.
Requirements:

Bachelor’s Degree
-
Juris Doctor (JD) and admission to the Philippine Bar.
-
At least 10 years of relevant experience, with a minimum of 10 years in team leadership roles.

Experience working with or within government agencies and/or private entities heavily engaged in stakeholder relations.

Strong working knowledge of project management principles.
