As Human Resource Business Partner Manager, you will be responsible for HR services and operations delivery for a defined geographic site, group of functions and people. The position is the Site HR SPOC for Facility Head and the Support Group Heads in the area. The position is also responsible for alignment and delivery of designated HR Pillars (Attraction, Retention, Optimization and Culture & Engagement) across the Business Unit working with other human resources personnel in the group as focal person. The position is responsible for ensuring that Thermal Business Unit adheres to relevant AP HR directives and aligns with AP’s processes and people practices and will contribute directly to transforming energy for a better world. You will work closely with various teams to deliver results, create positive community impact, and develop your skills in a supportive, purpose-driven environment.
In This Role, Your Responsibilities Will Be:
1. Human Resources Site Operations

Ensures the current manpower complement is composed of the right talent and with the right fit.

Ensures all employee pre-employment and engagement requirements are complied with.
-
Oversees the on-boarding process to properly engage new employees.
-
Initiates and prompts Team Leaders on the update of Job Descriptions when necessary.

Conducts Individual Operational Workforce Planning on an annual basis.
-
Forges strong relationships with relevant geographic stakeholders (e.g., DOLE, Universities, etc.) and ensures all available sourcing channels are optimized.

Leads the organizational review and recommends possible changes on structures and organizational set-up based on short-term to mid-term site plans.

Collaborates with Team Leaders to develop and implement individual development plans for Critical Position Holders and Successors, including monitoring progress for the site.

Supports the implementation of the Talent Management Program and Culture Activation Programs, working closely with the Optimization Focal.

Ensures HCM systems utilization (e.g., People Central, Time and Attendance) at the site.
-
Ensures timely and accurate release of all statutory and special pay-outs, alongside the administration of benefits.
-
Ensures alignment of compensation and benefits administration with the entire BU and/or AP.

Ensures relevant employee engagement programs are in place (e.g., Team Building, Sports Fest, Family Day, etc.).

Ensures Policies and Procedures for Employee Discipline are implemented consistently, fairly, and aligned with AP directives; makes appropriate recommendations to Management for "Out of Policy Cases".

Forges strong relationships with external stakeholders (e.g., DOLE, NLRC, NCMB, etc.) and ensures representation for the orderly management of labor-related concerns.

Ensures compliance with off-boarding policies and procedures aligned with AP.
2. Administrative Function and HR Operations

Ensures execution of Site HR functions.

Formulates budgets for the relevant HR pillar.
-
Monitors personnel cost utilization at the site.
3. Staff Development
-
Manages and evaluates the performance of direct reports.
-
Identifies appropriate training needed for team members' development.
-
Provides relevant development experiences to team members to ensure readiness to assume different HR roles within 18–20 months.
4. Talent Attraction
-
Conducts Strategic Workforce Planning on an annual basis.
-
Prepares the Table of Organization (TO) and updates it whenever necessary.
-
Reviews and approves attraction strategies to ensure the availability and endorsement of the right talents across the Thermal BU.

Plans for future organizational requirements based on the Thermal 5-year Business Development Plan.

Forges strong strategic relationships with relevant stakeholders (e.g., DOLE, Universities, Professional Organizations, etc.) to optimize sourcing channels across the Thermal BU.

Strategically assembles job offer packages to ensure competitiveness, attractiveness, and alignment with BU and AP Policies and Procedures.

Facilitates Job Evaluation of positions across the Thermal BU.
5. Talent Retention

Ensures HCM systems availability, effective implementation, and adoption (e.g., People Central, Time and Attendance) across the Thermal BU.

Ensures continuous review of HCM Systems for process improvements across the Thermal BU.

Provides strategic plans and guidance on Rewards Management and ensures the consistent implementation of approved programs across the Thermal BU.
-
Ensures relevant employee engagement programs are in place across the BU.
-
Develops and plans programs that intensify Labor & Management Relations and ensure compliance with Labor Laws and Regulations (e.g., Labor Standards).

Ensures that Policies and Procedures for Employee Discipline are established, communicated, and implemented consistently across the Thermal BU.
-
Consolidates, reviews, and makes appropriate recommendations to Management for "Out of Policy Cases" implemented in geographic locations.
6. Talent Optimization
-
Leads organizational reviews and recommends changes on structures and set-ups based on mid-term to long-term plans.

Oversees the consolidation, analysis, and interpretation of Attraction, Optimization, and Retention metrics, as well as BU-wide surveys.
-
Strategizes, plans, and ensures execution of individual development programs (e.g., Learning and Growth) necessary to develop competencies for the Thermal BU.

Collaborates with executive Team Leaders and the HR Manager to develop, implement, and monitor individual development plans for Critical Position Holders and Successors across the Thermal BU.

Ensures the implementation of the Talent Management Program for the Thermal BU.
-
Oversees the implementation of Culture Activation Programs for the Thermal BU.
7. Others & Compliance
-
Prepares the annual training budget as an input for Personnel Cost.
-
Delivers relevant administrative, human resources, and other support functions inherent and expected from a team leader.

Extends relevant support to other departments (such as cascading and/or adopting initiatives, programs, projects, and activities).
-
Conforms to the company’s Quality, Environmental, Occupational Health and Safety, and Information Security Management Systems (ISMS) policies based on ISO 9001, ISO 14001, OHSAS 18001, and ISO 27001 Standards.

Reports security risks, environmental, or health and safety incidents to the relevant committees.
-
Protects information assets from unauthorized access, disclosure, or destruction, and maintains document confidentiality and integrity.
What You Will Need:
Education & Experience:
-
Bachelor’s degree in Behavioral Science, Psychology, Industrial Relations, Computer Science, Computer Engineering, Mathematics, Economics or any other relevant course
-
At least 8 years of experience in Human Resources function involved in compensation studies, employee engagement and HR technology projects
-
At least 5 years of experience in a Leadership / People Manager role
- Preferably with Psychometrician license, SHRM certifications
